Have a look at
https://github.com/oculomatic/oculomatic-release (free) together with a flir/point grey camera and lens you should be be able to stay below 2K$... Most likely the software is a bit basic, but if you have head fixed subjects it might just work okay (and being opensource, improvements are possible and one can even share those back ;) )
