I am not a windows user myself, but from what I know from feedback from
other users, the windows version can be used for experiments as is.
It's a beta in the sense that there are a few shortcomings, e.g. the
setup mode doesn't work properly on the subject PC, but this is fairly
easily overcome by doing the setup on the operator PC. For the rest,
the situation mostly reflects that of the PTB: it's unlikely we put
much work in polishing the windows version right now, our resources are
spent on developing the OS X version of the ELTB.
Perhaps active users of the windows version of the ELTB can comment on
its short comings in routine use (hence the cc to the list).

PS: you can always consider buying a cheap (e) mac (less then 800 Euro
for basemodel) for running your experiments ;-) The OS 9 version is
quite polished and doesn't have the above shortcomings.
